I always thought phantom liberty was sort of referring to the “freedom” in the endings, that you’re still ultimately not really free and liberated either way.
But if we were the phantom liberty all along…

phantom liberty never made much sense as title IMHO… NUSA isn’t a full liberal country anymore from decades, it’s not a “phantom” stuff. Cyberpunk 2077: Cynosure would have made much more sense.
