I actually suspect you don’t know what it means. Every system has a potential constraint to more throughput. If that constraint is actualized, then it’s a bottleneck. So some component in your pc, if you play a demanding enough game, is a bottleneck. Even if you’re getting 215 fps, there’s something keeping you from getting 216. So a bottleneck doesn’t necessarily mean a bad thing, but it is a thing.
Edit: The one caveat is that the bottleneck could be software, e.g., the engine can’t support more. But then the engine is a literal bottleneck.
