looks like japanese, no idea what it says tho. perhaps a notification/warning for aircrafts.

It’s a Chinese (and also Japanese) 4-character idiom that writes like so: 天下無双
It transliterates to “sky below, no peer”, which is to say someone (or some group) is unmatched, or unrivalled, or peerles, or beyond compare.
In modern simplified Chinese script, the “無” would be written as “无” instead.
