You should look on CPUZ and see if by some change your chip is a 5600G (APU, Cezzane architecture) down bin like a 5500 would be, cause that would make more sense for this running 2100 FCLK than a standard Vermeer Zen 3 chip would

That’s impressive. The vast majority of Zen 3 chips won’t even boot FCLK 2000, nevertheless 2100.
If you’re not getting WHEA errors, you can try comparing test speed for Y-cruncher VT3 or Linpack runs at FCLK 2100 vs 1800. If it’s correcting a ton of those errors, the speed will plummet.

I should add that booting in safe mode gives me the exact same result
