You or your pc builder forgot to remove the plastic seal.
That can cause an issue.
Oh well, make sure all the plastic is gone and repaste.

Sounds like the AIO is going bad or is bad, or is not wired correctly
Even as a fairly experienced builder, I did it once. Don’t tell anyone though. lol
