GPU being Power performance limited despite only reaching 305W when the limit is at 340w?

hey,

sometimes under short periods during Superposition benchmark Im getting

Performance Limit – Power Yes

in HWiNFO despite my peak GPU Power reaching only 305W when my 4070 Ti Gigabyte Eagle OC is set to be able to handle 340W.

total GPU power % of TDP (normalized) peaks at just under 109% when I have set it to 119%.

so what exactly is going on?
