Pretty sure it’s just a scale model of a generic space plane – one than can be configured for a lot of things, including VIP shuttle like Space Force One.
I don’t recall if there’s any terminals or anything else in the building explaining what it is (though I’m pretty sure there is) but all of Terra Cognita was a sort of corporate exhibition centre and the building this is in belongs to the European Space Council. It shows off all their accomplishments and capabilities.
