No neither are required. I would leave the memory fan on just cause, but if you don’t like the looks you can remove.
What mem speeds you trying to run? If it is like 8000+ (really the only reason to get an Apex), I would highly suggest putting the stock ILM back on and testing with it first. There have been more than a few reports of contact frames (even the TR one) causing memory stability issues with the Apex Encore.

Nice I got the encore too! I agree with the others. Leave the fans remove the ssd holder. Also got a beast of a 14900KS.
