Above 4g isn’t enabled, so the system can’t access more than 4gb of the vram of your gpu. Enable it in your motherboard. Also, update your gpu drivers, they are almost a year out of date.

Mine shows the same for my XTX, everything else sees the full 24, above 4g is on
