Lol and literally the opening scene from PL shows some ncpd officers being denied entry for pursuing a suspect into dogtown… you should be able to duck into it while wanted in NC
Kurt Hansen has his own police force that abides to his rules alone. Most of which are illegal everywhere else.
It’s just part of his power craze.

Dogtown is basically a prison. A place with no future.
Hansen hates the pigs, but he’s also not keen on letting scum that’s actively being hunted into his town. That said, the game contradicts this the first time we visit as we see a perp has gone in while a patrol is actively tryna chase him down. So which is it Kurt? Do ya want the criminals or not?
Dogtown can exist because of a fragile balance of powers. It wouldn’t be wise to be the only thing between night city representatives and the criminals they want to arrest.
