The problem with the word bottleneck is that there will always be some sort of bottleneck. You can be “bottlenecked” by your ram not being ddr5. You can be bottlenecked when you have an overkill cpu and a midranged gpu and therefore the gpu is the bottleneck. You can have a bottleneck with your cpu, but the resolution could mask the bottleneck to where it doesn’t effect the gpu’s production. The cpu bottleneck could occur just because the game is like Cities Skylines 2 and is majority cpu intensive.
This is the problems with the questions as they are too vague.

I find the whole bottleneck things fucking bizarre. 3 years ago it was rare for people to be so worried. All you did was get well balanced parts, and if you upgraded one component you lived with the performance until you upgraded the next component.
People are now so focused on the bottleneck idea. It’s really odd.

Bottlenecks are an issue in any one of three cases:
One system component is severely taxed because its older/less powerful than the components it has to work with. This is mostly GPU, CPU and more rarely RAM.
One system component is severely taxed because the game is horribly optimized, like using only a single core, demanding a shitload of memory bandwidth or not working well with your GPU. Possibly even a driver issue.
Vsync is off and your GPU goes rampant and maxes out rendering 2000 fps in a menu screen. Nothing is gained, but really not much is lost except for electricity and silence from the fans either.
The first two are issues, the last is just the game not having a limit so itll run as fast as available horsepower allow it to.
Fuck it, in one dumb case WoT, back in the early days, would not load explosion animations into VRAM, not even into RAM but load them off the drive whenever they needed to be rendered, leading to stutters for everyone except the few very early adopters of SSDs, just because HDD response time ended up bottlenecking the game and prevented it to actually progress with the frame. Sure, the game will at least run on a 2GB RAM XP potato, but on some Win7 rig with 8GB of RAM it just does the same thing even though enough extra RAM is available to, yknow, preload that animation. The game was just dumb and didnt distinguish, leading to this ridiculous issue.

I refreshed my sisters school laptop this summer and oh jesus she had only 4GB of RAM in 2023. No shit it barely worked when on system start already 3.5GB was allocated iirc. Single chrome tab and this thing was paralyzed.
Anyways, I upgraded her to 8GB, repasted the CPU and installed SSD instead of SSHD and it was a perfectly fine laptop for making notes and basic web browsing. Entire thing cost me like 40€ maybe less.

In most cases, yes. However I just had a client’s PC on my workbench that came in for “crashing playing golf sims on my 4k projector” and had DDR3 with a 4th Gen i7 and a 3090. He looked at me like I was crazy when I told him his CPU and RAM are old as shit. “B-but it’s an i7! It’s fast!”
