This picture took while cinebench 23 in action.
It’s looks like clock speed are higher then stock
But my cpu usage is very low and also my temperature is not rising up.
Cinebench score only 8,500 wile other 13600k users get around 23,000.
What can be the reason for that ?

Did you try an all core overclock at first? It should easily OC to 5.5 at stock voltage.
