Is this on the PS4 or XBox One? Which are still locked to old versions?
In 2.0+, those texts from El Capitain come rather infrequently. I only recall a handful of times in dozens of hours of play time.
Most of the cars are sold automatically now via a webpage in the built-in web browser on your desktop in your apartments. Likewise in any computer you find lying around in enemy bases.
Sure, some texts still come in. But they’re rare.
