I feel like you should be able to trade in two of a color for a color higher in rarity. If you are using a rare/blue tool and you find two more in a round, I think the option of trading up to purple would be tempting. This would also help get up to epic/gold which never seem to spawn. .

Man, you will hate me but I literally got it from my second ever quest in t3 and it was the easy ass deliver cargo that dropped it.
