I think you’re fine. Theres one guy on youtube who buys and fixes broken game consoles, and a lot of them are, in fact, not broken or are rejected for a silly reason. They could be open box items a warehouse wants to clear out, or a slightly bent pin may make them a weird fit in the zif socket. I could see what you’re saying if they were unopened, but otherwise, I’m sure they were sent to you just the same as any others.
It’s likely that they work but are damaged in some way, anywhere from a missing pin to half the cores shattered would qualify I guess

For example, it could fail accessing certain memory busses, or PCIE lanes. It could fail accessing its cache, or any of the bajillion ryzen features.
You scored a good deal, *if they work.* Don’t return them, just use them until you find what is wrong with them.
