– he didn’t ask to be put in the relic
– he didn’t put the relic in V’s skull
– he didn’t start the transformation process
– he has no control over the process at all. He can’t stop it.
But…
Dude tried to initiate social change by partaking in a mission to detonate a nuke in the middle of a congested city. Whether or not his memory is accurate about him planting it, he still participated.
