Like most, if not all, other launchers, the L4 Siege most likely has an arming distance. This means that the rounds must travel a specific distance after being fired before they will detonate. Since the act of reloading and dropping rounds on the ground does not provide the forces necessary to cause the round to arm itself, it will not detonate.
