Turning off Turbo Boost doesn’t result in stable performance. Why ?

Sorry this isn’t about overclocking, but I thought folks on this community would be more informed about this topic.

Due to my laptop’s CPU i5-12500h overheating (80+ degrees temp), I resorted to turning off Turbo Boost using Throttlestop. However, the CPU frequency keeps jumping from 2508 MHz(which runs smoothly at high settings), and 1806 MHz (which struggles to do the same).

I was wondering what’s the reason for that? and is there any way to keep the CPU running at the base frequency of 2.5ghz?
