If it’s an IEC C5, just replace it.
If it’s something hard to replace, get some adhesive lined heatshrink with a 3:1 shrink ratio (or 4:1 if you can find it). It won’t be perfect, but it will make it safe and provide some strain relief.

Tape it lengthways with 2-3 strips then bind around.
Can’t see you getting shrink wrap tight enough to work past the connector – only way to do that would be to cut and rejoin the cable.

What is that, a laptop charger? Those are cheap. Like 15 to 30 bucks. Just replace it. Until it arrives I’d just wrap it with electrical tape.
Sugru is made for that ! It’s some kinda paste, you wrap it around the sensible area and it hardens at the contact of air to become this flexible type of plastic 😎

Just let it dry for a bit. It will turn into a solid once it’s dry.
