As a Brazilian I can say a lot of CP2077 talks to me in a familiar manner, Dogtown being chief amongst them. Hansen is basically the average Brazilian view of a perfect ruler; strong, precise and rugged – but not beyond human pleasures and, believe it or not, corruption. Don’t let the worldwide news fool you, we’re extremely distrustful of clean politicians; but we have, historically, forgiven many corrupt presidents based on the virtue of “at least we know what they are about and that they deliver more often than not.”
Dogtown is basically all our favelas rolled into one and then duplicated for good measure. The abandoned buildings, failed gentrification, the police like bandits, the cowboy like bandits; it’s basically Rio, and Porto Alegre, and Salvador, and Sao Paulo.

To me it seems like Dogtown was mostly inspired by the Vegas Strip.

I am pretty sure the vegas strip is the main influence. There may be influences elsewhere but the vegas stuff (including chapels, sports arenas, light up pyramid, egyptian references, etc.) is super obvious.
