This seems like it is being fired at a time in the game where it is not supposed to be utilized.
Like if you break into where the float is stored and you hack the float, even though you are there before the mission, and it locks your play (you need to reload).
Since V doesn’t know how to use an old school handset (PL confirms this), it implies this is to occur after the PL mission where you call Reed.
