I swear I had this exact cooler, i ripped it out an old workstation and managed to mount it on my old i5 9400f, worked pretty well actually.

what part is NSFMR? the twist on the cpu fan? isn’t that super normal for OEMs like Dell? like, I would even suppose that the majority of CPU fans in working PCs are twisted like this, and that CPU fans sitting nice and square are the exception.
