Literally the most interesting character in the game. My theory is that he’s the CEO of NightCorp, Richard Night himself, after somehow having been captured as an engram in the 90s.

He’s seemingly connected to Night Corp. A Corp whose goals are to carry out the vision of Night City’s founder, Richard Night. His vision being to create the perfect city.
This has led Night Corp to be an anti-corp Corp because they see the Megacorps as corrupting influences on their city.
They’re researching and developing mind control tech in secret to take control of major players in Night City, such as the mayor in the coming election.
We can see in the Tower ending that depending on if you told Jefferson Peralez the truth or not, certain legislation gets passed. If you tell him the truth that he’s being mind controlled, he rebels against the control and passes pro-Megacorp legislation and cripples the NCPD and the city’s government. If you lie, he goes on to pass the anti-megacorp legislation and strengthens the NCPD and City government, all according to Night Corp’s plan.
Mr Blue Eyes is also the one helping So Mi flee to the moon. He’s seen twice at the space port and you can get So Mi to tell you about the person who’s arranged her escape.
Night Corp also appear to be working with a cult within the Maelstrom gang that worships an AI daemon named Lilith. Why? We don’t know that part.
Now for some speculation. My guess on what they’re up to? I think Night Corp is working with Lilith to turn Night City into a perfect AI controlled city with perfect mind-controlled-by-AI citizens.
Night Corp getting their hands on So Mi could also have dire implications and may be the key to what makes my theory possible. With the Blackwall Protocol, taking over a city would be child’s play.
Even believing this, I can’t bring myself to side with Myers, and even if this is how things play out, I still believe helping So Mi is the right thing to do. She deserves freedom. I also believe Myers has far more globally devastating plans in mind for the Blackwall Protocol than Night Corp, which has always been exclusively fixated on Night City.
That being said, mind control, or more broadly, the denial of free will and agency has always been the most evil and cruel thing you can do to a person in my eyes. I hope we get the chance to stop Night Corp in the next game.

My personal theory is that he’s an AI that is using a reconstruction of Richard Night’s body. The actual Richard Night is long dead, since the Soulkiller/Relic technology wasn’t available at the time that he died there would be no way to make an engram out of him. The way his eyes glow is eerily similar to how Songbird’s glow when she’s under the influence of the Blackwall AI in her brain (except hers are red instead of blue). If this is the case, it would suggest that there are different factions of AI. There’s the the obviously malevolent/genocidal ones locked behind the Blackwall who want to wipe out all of humanity for… reasons, I guess. Their motives arent really clear, but I think there’s another AI faction that seeks integration with humanity, maybe from a self preservation instinct, who knows? The latter faction would probably be what MBE is a part of. It seems the “Blue faction” (as I call them) doesn’t want to outright end humanity, but they see themselves as superior to humans and want to take control of the world as the dominant intelligent “species” because humans have proven to be too reckless and greedy to maintain that position. To them, if humans are allowed to keep things going as they are, humanity will surely destroy itself and the world, and therefore all AI along with it. The “blue” and “red” factions probably both agree humans cant be allowed to keep running the show, but they just have different answers to “the human question”.
No human would willingly cede control of our entire society over to AI, even if they are benevolent and would objectively run things better, which is why MBE uses covert ways to gain influence (such as influencing politicians like Peralez). If you read the profile on Peralez and what his political platform is, he seems pretty progressive by Night City standards, he’s even called “The People’s Mayor” by the media, alluding to his populist and left-leaning politics. On his campaign website in-game, you see Peralez pushes for things like free education and reducing wealth disparity and ending corporate influence in politics. Even if these are just hollow campaign promises, it’s interesting that MBE would choose to back a candidate like that rather than Weldon Holt, who pretty much represents the status quo. To me, this suggests that MBE’s motives arent wholly bad, but it’s hard to know for sure due to his clandestine nature.

What we know that ISN’T conjecture from a crazy brain worm is that he is constantly receiving transmissions, that he talks weird, that he’s controlling the future mayor of night city, that Sandra Dorsett uncovered evidence of AI manipulation of the human brain that seems to correspond to how Peralez is being controlled, and that he is interested in the activities and whereabouts of the rich and powerful.
Broadly speaking, Night Corp is the Spooky Noir Mystery Corp in the setting, with virtually everything about them in the sourcebooks vague, so it’s pretty likely that Mr. Blue Eyes is a deliberate mystery.
