  1. There are 3 limiters on 7000 CPUs, clocks, temps and power, if your temps are good and it doesn’t reach the clocks then that means the package power (PPT) is at it’s max.

  2. The VRM is overkill in that board my only guess is that they have it limited to 240w , you can try use some curve optimizer to free up some power headroom.

    Thermal throttling mate. Too high temps. Make sure to have the fan curve adjusted and your cpu undervolted correctly.
    It throttles after 80C I think, so with 89 it makes sense. You can see how it did run at 5.75 at one point but couldnt keep it. Make sure your pbo settings are ok too
