Might do a little, but probably won’t drastically change things.
It does, galax had a special card for that and it dropped temps for the guys using it.

Well just test it out. The fan is oriented correctly so the worst it can do is nothing 🤷🏻♂️
I would say test it with and without the fan by stress testing the card. Would be cool to see if there is a difference.
Any air movement is good air movement. As long as you’re not blowing hot air directly onto something else.
It’s got nowhere to draw air from so it’s pointless directly on the back plate it needs to either be blowing across it so having the fan standing up or at least 1″ away from tyr backplate to do anything.
