It would have high specs, but the system wouldn’t perform close to the spec.
You could definitely do a lot worse but for $18000 this is awful. First off a 1050 non ti. Then you have a threadripper paired with it which is a good cpu but highly unnecessary for this pc and just way too expensive. Next you got the 5400 rpm hard drives. This thing is gonna be slow as shit. Don’t forget the rams max speed being 2333, so it’s gonna take a pretty sizable performance decrease. And lastly if you somehow can live with all this the psu might explode.

Track down a 60s/70s mainframe computer (IBM 7090 or something similar). The price of the hardware upfront will be huge due to the rarity. Then you have the real estate to buy in order to house plus the price to ship the computer there. Then there’s the cost of labor and spare parts to get it working. Finally at the end of the day you’ll have enough computing power to do spreadsheets and not much else.

Get an obscure server Mobo, maybe custom made. Weird RGB ram that hasn’t had it’s price updated since 2017. A custom case, that’s basically an art piece. Some weird water cooling system so you can kill it all in one try.

First thought on GPU is a Titan, can probably pull off around $1,600 there for around 3070-Ti levels
