I believe that Hands would be the best ruler because he is smart, calculating, cunning and calm. I think he will still be able to establish at least some order in Dog Town.

Hands would be good for quality of life and business but I feel like Hansen was the only one with enough power to have started Dogtown.
Dogtown wouldn’t be the monument it is without Hansen. Hands only works as a predecessor to Kurt.
Well the obvious head will be Mr. Hands, the question is who would be a better puppet in Barghest? Bennett is more malleable, but he’s still a hothead that might snap if Mr. Hands doesn’t play his cards right. Jago is harder to control with agency and doesn’t have the acumen of a military leader, but he basically ran the majority of Barghest before and loosening his ties with Night City for Bennett might collapse the entire faction.
I wish we had more voice calls during the ending to show you how your decisions left an impact, would have been a cool moment to hear from every fixer about how their part of the city is going after your efforts and decisions. Especially for those who read every single datashard and payed attention to the gigs stories (I wonder how many people know who Jotaro was and how he can influence a dialouge choice).
I think Hands has always pulled the strings in the back. He is the invisible ruler.
Ultimately, Dog town belongs to Aguilar and the Cubans

Hands doesn’t possess the manpower to hold Dogtown or even attempt to defend it. Barghest would not be loyal to him. Hands is better pulling the strings from behind the curtain, while some muscle-head who thinks he’s in charge waves the baton.
Hands and it’s not even close. Hands is daddy. I’m as straight as an arrow (confirmed: tried gay stuff, didn’t work…such is life) and I am ready and willing to call him daddy always.

I think Hansen is the only person in a position to maintain independence for Dogtown. As much as I like Hands, it seems like his Dogtown would become a corpo holding in no time. If there’s money to be made in Dogtown, then the real choice is between Hansen or Arasaka/Militech.
Hanson held off an entire Government. He had also kept Dogtoen relatively self sustained. Gotta respect that

Hands mentions a couple of times that he doesn’t want to rule Dog Town, he just wants Hansen out because he’s an active hindrance to any business he doesn’t have a piece of. All business in DT goes through BARGHEST which means if you make a decision that Hansen doesn’t like, or even if he just decides that he doesn’t like you as a person, your business is fucked.
