Yeah stuff like this happens pretty often. I haven’t been able to find a specific cause in-game myself, which leads me to believe it has to be hardware limitations of the servers.
That’s just my best guess though.
I’ve seen games with max players spamming kill streaks with zombies and explosions everywhere running smooth as butter.
Then every so often you get this nightmare, which I’ve seen it be way worse; everyone in the map only shooting one bullet every couple seconds.
