Check if using Dual channel memory and at what frequency (should be 3200 otherwise it will bottleneck the CPU).
Then you need a 1080p/1440p monitor, mouse, keyboard, headset/speakers… keep that in mind.

5700x and 16GB ram, 4060. Hmm, maybe. My 3080 I got used (375$) on eBay will handily beat the 4060, even thought it’s a newer card. 1080p gaming, yes it will work. Personally, I’d I had that pc, I’d go 32GB ram, sell the 4060, and either pick up a used 3080 or save up for a 4070 (or ti version). I’m extremely familiar with this build as I just built 5700x system for someone. It has a 2080 super (because it was free, but it gets 240fps It fortnite haha).
When I see 700$ for a pre built I’m suspicious BUT look at part value
All that adds up to same AND we haven’t added the gpu yet. The RAM isn’t expensive now, 16GB is minim entry. So value wise? It’s on par but I think you are getting a slightly better deal because 4060 adds more to it.
