Uhhh this triggered me sooo hard when I played it. The funny thing is, I stoped and looked, it’s Solomon Reed driving, and yeah you can let him pass if you make enough space ^^

This happens if you try to walk with a NPC following you during a mission too. It’s just their follow system is weird. Instead of following smoothly, they wait till you get a certain distance away and then sprint to where you are then repeat
