Looks like screen filters that were selling at the beginning of LCD monitors era (forgetting that unlike CRT displays they don’t have any harmful radiation – health bracelets of that time).
It could be a touch screen film. They were common back in the CRT days for things like store checkouts.

My guess this is a monitor intended for a data center or cell/radio tower. Where literally everything is grounded

Back when flat screens first came out these were the biggest scam for them and even my mum bought one
Its your boss that needs grounding.
Older CRT monitors had radiation coming out of them, so there were screen covers that would absorb them.
When LCD came out, people still put covers on them even if those didn’t had any radiation coming out of them.
It’s grounded because the old CRTs could build up static electricity with those covers. We had some privacy filters like that once upon a time. We never grounded them as the static build up was pretty rare.

Companies did indeed sell grounded, anti-radiation screens for Cathode Ray Tube (CRT) computer monitors. People and business also did purchase and install them as requested.
This all stems from how CRT monitors work and a scare back in the 50s.

Capacitive touch screens need to be grounded directly or they’ll be ruined within days.
That’s what those clips are for anyway.
