    NTSC was a widely popular TV broadcast format and had a framerate of 23.976 fps.
    Although it is no longer in use, today’s monitors are still backward compatible, and the simplest way to achieve that is to use multipliers.
    239.760 is 10x NTSC
    There are other base framerates, depending on the region, manufacturer, etc ….
    And that’s why you get weird framerate on PCs like 59.97 or 119.97. It’s all because of tv broadcast standards

    The monitor is not only getting all the visible pixels but also additional, blanking pixels.

    All of them are transferred at a given pixel clock that only has so much granularity.

    There are different standards how many blanking pixels etc. need to be transferred for a given monitor setting and those also might be limited to specific numbers and not completely freely selectable.

    So not every Hz number can be exactly matched, depending on which transmission standard and timing standard the monitor follows for a specific resolution and refresh rate.

    For example 4K60 as defined by HDMI hits exactly 60Hz. As defined by the older CVT standard 59.981, as defined by the most common timing standard used over DP 59.997.

    Color NTSC television had a frame rate of 29.97 and a refresh rate of 59.94. I’m guessing this refresh rate is a multiple of 29.97 or 59.94 for… compatibility reasons?

    It’s a throwback to when broadcast standards were not an exact fps.

    Those fractional refresh rates divide evenly into the fractional refresh of old media, making for a smoother viewing experience, if you’re into watching such content on your modern panel, that is.
