Ps- i know that te average for stock îs 10000-ish and that i cant get 11,700 at 4.65 ghz at 1.2 volts and total power draw of about 130 watts.
What do You think? Îs this a really good undervolt attempt. I tried to go down to 40 watts but IT would drop down to 2.1 ghz all core.

Btw. The cooler that i am using is a thermalright ak120 SE
You are faster than my 5820k at 200w. If you set cinebench to real time priority it will slightly boost the score.
Are you doing static oc or using pbo?
You should check it with HWInfo64 instead of HW Monitor. That way you can see the effective clock speed and check for clock stretching.
