I am a huge noob at OCing so please forgive me for any errors.
Specs and details:
i9 9900k @ “4.8GHz”, 1.24V, LLC 6, on an Asus z390i with 32GB DDR4. PSU is decent, a Corsair RM850x, and I have an MSI MAG CoreLiquid 240mm AIO cooler.
My CPU, despite having turbostep disabled and all my corers synced in the BIOS to 48 (for 4.8GHz), never hits 4.8GHz at any level of load, be it stress testing at 100% or idle. I’m not sure if it’s because i have a used and delidded CPU with liquid metal, that the temps are just so bad it throttles before ever hitting 4.8, but when I reduce my voltage it *seems* to be getting better, but very marginally (I can hit 3.3GHz at 100% load instead of 3.0GHz now).
I can’t even increase the CPU current pull past 140%, whereas I’ve seen youtubers hit 170% on their BIOS, yet there is no such option for me. That may be another reason, but I’m not sure.

So what’s causing my cores to not sync at all, rarely hit my target of 4.8GHz, and generally just be at shitty temps? Should I reapply my LM and my AIO cooler, should I keep on lowering the voltage, or am I missing a crucial BIOS setting?
