Hi, I am looking for the BIOS file that unlocks the turbo speed for all cores on a Asus X99-A motherboard.

This youtube video shows this exact motherboard being used and he mentions he found the BIOS file online but does not give a link to it and my own searching for it comes up with a old Google Drive link that no longer works and a .RAW file which is 96KB in size.
Can anyone help me get this Modded BIOS so I can use the BIOS flashback feature on the motherboard to unlock my Xeon 2698V3 CPU?
