I saw this same NPC fighting the police once in this exact same spot! The NPC lost and for a while their dead body was laying on the road and wouldn’t de-spawn. I eventually got tired of running it over so I picked it up and threw it in a dumpster.

Nooo you missed a good chunk of this event. The Policeman is chasing this guy and he’s running away shouting “MOM!! THEY’RE TRYING TO HURT ME!” after that, the two will fight and this will happen. In all of my playthroughs the officer always won the fight, this is the first time I see the crazy guy knockout the officer. This event was added with 1.6 I think.
There are other nice events with the police too, for example there’s an officer watching porn in his car. If you stand near him, he’ll tell you to leave and if you don’t listen to him, you’ll get a crime star and he’ll become hostile.
