Basically, I’ve scoured the internet for this and cannot find answers (it also happened to my 7600X on a Hero). It is as if there is a hardware power limit of 90W on my CPU and it literally cannot draw more power. I can lower voltage using CO, and it’ll perform a little better given the power limit headroom, but nothing I do will allow the CPU to draw more than 90W. I seem to be the only person who’s experiencing this, because I cannot find anyone else with this issue.
One thing that worked for me on the 7600X is just a manual OC, but the 7800X3D does not give me that option. Is there something I’m missing here?

The max Vcore for the X3D is lower than the non-X3D due to voltage restrictions on the 3D cache, and this is why package power never seems to go much above 90W. Since voltage is tightly restricted on the X3D, the only real way to increase performance is by PBO + undervolting CO.
