Probably not? It just looks like snot. Very lightly moisten a lint-free cloth and give it a scrub. Don’t use alcohol or anything more potentially reactive than water; some displays have coatings that don’t play nicely with typical cleaning solutions.

Is it a sneeze or a cough ? It can cause that kind of stains. You’ll just need a damp cloth to moisten a bit and then wipe it off.
If it isn’t, then it’s hard water stains. So a damp cloth should do the trick. A screen cleaner might help.
