The sticker isn’t the problem. The dirt on the pads is.
It’s prob worth it to take the sticker off and see if it fixes it – make sure to take it off very carefully as it could pop of a capacitor

That is way more likely to be the problem. The sticker is not on a connecting or exposed conducting part
Not concerned about the sticker…
But just like everyone else here, am more concerned about that thing on the top left…
Is that a dirt or a damage?
Since that portion there is also a contact point for the pins on the motherboard.
Even a single pin failing to contact or gets damaged will cause issues.
Maybe 90+% isopropyl alcohol and a very very soft bristled toothbrush and gentle cleaning
As other people are saying, the sticker isn’t the problem but the dirt on the gold pads could cause problems.
One thing though, that isn’t the CPU die. The die is the actual circuit/silicon that sits underneath the IHS, [see here for more examples.](https://der8auer.com/intel-die-sizes/) The sticker you see here is on top of some capacitors that usually sit on the underside of most Intel CPUs.

I once lost an entire memory channel by getting the pads dirty with thermal paste.
Oddly enough it was also a Chinese Xeon from Ali (still works fine).
You can ignore the sticker, or peel it off with tweezers or a toothpick.

edit: If the problem persists check the ram. Re seat it and do a memory test.
That isn’t the die, the die is on the other side of the chip underneath the heat spreader. Those are just capacitors and the sticker almost certainly has no effect.

The die is on the other side of the substrate, underneath the heat spreader.
Warranty sticker, very common, it says: Sheng Mao, warranty void if ripped.
Dude completely ignores the red flags and asking about the least of the concerns
