Here’s what I would do off the top of my head:
1. Run the cables down a cable runner to tidy them up
2. Get a dual monitor arm and mount both monitors on it
3. Get a large desk mat for mouse and keyboard (will also protect the desk)
4. Add some LED backlighting
5. Add a light bar on one of the monitors for desk illumination
6. Add a nice rug
7. Another shelf would fill the ugly void, perhaps add some plants and nik naks
8. Stick to one colour for lighting, blue/red/white is rather ugly

It’s a great setup really, 90% of the critical pieces are already there.
For free you can properly place the speakers in the left & right position relative to the main monitor (better sound and visual balance). For less than $10 you can get some cable management clamps and/or sleeves to tidy up the behind the monitors and desk underside. For $20-$100 you could get a riser or monitor arm to free up some desk space and raise the screens to an ergonomic eye level. It also looks like you’ve got a loose piece on the front of the desk that can probably be glued or screwed back into place.
Everything else is just personal preference for clutter vs minimalism, storage and floor/wall covering.

Fixing the table and sorting out the cable management would be a start. Then fix your speakers, no idea why they’re positioned where they are. As others have said, filling the wall with either posters or another shelf would be good too.

Just some of the small stuff fix the cables. So basic cable management. Secondly I would move the PC to the left and have the monitors to the right since it looks super awkward having them half way over drawers.
Even better get a dual monitor arm some can clasp right in the table without having to drill any holes
Fix the speakers, place them correctly. Could be either side of the monitors DONT place them on the same side and don’t place them behind the monitor. You could possible wall mount them
The LEDs look super cheap because of the massive spacing between them and it looks terrible. If you like it then keep it ofc, that’s just personal preference.
It’s all very white and cold and not in a cool way.
So you need something on the wall maybe a peg board in black.
The shelf and the stuffed animals are great
