My squad and I were struggling doing Red Zone contracts with just Level II Pack-a-Punched guns that were Epic rarity, so I wanted to look into what the damage increase of Pack-a-Punch levels even are and what’s the most cost effective way of getting the strongest guns. I discovered the following:
Pack-a-Punch Level I has 2x damage multiplier
Level II has 4x
Level III has 8x
A base Legendary gun with no pack-a-punch (which has a 4x multiplier) therefore is a bit weaker than an Uncommon gun at Level II Pack-a-Punch (since this has a 6x multiplier).
Damage values at each Pack-a-Punch Level / Rarity combination are as below:

How I tested this
I tested this on a Crossbow of common rarity (with Normal Bolts, not any of the ones with effects from the Armory). Since the Crossbow without a Pack-a-Punch just shoots 1 bolt, I thought it would be easier than trying this out with any other gun’s fire rate. I used Tier II Zombies (in the yellow zone) with no armor as my sample size and shot them all in the same area (the shoulders).
Since there’s no damage numbers, I had to record footage of how much damage was being depleted from the zombie’s health bar per shot (with no Pack-a-Punch, then Pack-a-Punch Level I, Level II, and finally Level III). With that footage, I went into photoshop and made a measurement box that’s the length of the first health bar depletion (the damage dealt without Pack-a-Punch). I compared the same measurement box to the health bar damage dealt by the guns on Pack-a-Punch Level I, II, and III and found them to have an almost exact exponential increase (x2, x4, then x8). Attached are sample pics below (each box is a x2 damage multiplier)

Moral of the story: pack a punch your weapon to level 2 and you’re in for a good time, no matter what rarity you have. And if its rarity increases, you’re that much better off.
Damn a gold unpacked is the same as a Grey double packed! I guess the golds are well worth that 5k

I’ve found that if you really want to be safe, a blue gun with Level 3 PaP is the base minimum to survive in the Red Zone Reasonably. So a x16 is what I’m looking for. I know the rarity was determined for damage, and I figured pack a punch was a two times multiplier.
I might use one of my Legendary Tools on my Longbow and Flawless Crystal to see how it performs. I shred on Blue Level PaP 3, can only imagine what doing double that damage would look like.
I posted a Longbow build that I use for Zombies, and if you had the items to do a Level 3 Orange Variant, I’d like to see what the damage looks like. I’d argue it’s the most powerful gun in the game for Zombies with Fire rate and damage.
