i am asking because 100$ for a R3 3100 seems way to overpriced, i live in germany and here we can get a Ryzen 5 5500 or a Ryzen 5 4600G at this pricepoint.
and a Ryzen 3 3100 isnt even listed anymore only a Ryzen 3 4100 and this cpu only cost about 60€ (65,50$ Tax included)

This is faster (Yes, a 4 core Intel is faster than the 6 core AMD R5 5500) and won’t blow up.
you can swap the r3 3100 for i3 12100f and that mobo for cheap h610m or b660m.. the i3 12100f is miles ahead better than that r3 3100 for 8 dollars less and the intel 12thgen platform all comes with pcie 4.0 lane so you should not worry about those pcie 4.0×8 card..

Used 5700xt can be found for 120 on eBay might be able to snipe one for 100 and buy a 3rd party warranty. Used RAM and heatsink are also cool. PSU, MB and especially SSD get new.

You only need 16gb of ram, I would honestly consider skipping the gpu for now and just using the onboard graphics, you will be able to play older and indie games while you save for a decent one, that 1650 is almost e waste at this point, I would use the money you saved on a slightly nicer cpu (intel have some decent low budget options these days)

You can cut down by not buying (all) new parts. Look on /r/hardwareswap and Craigslist and FB Marketplace etc.
For one thing, the 3100 comes with a stock fan. You don’t need to buy a 3rd party cpu cooler.

You could get a 256GB SATA SSD for like $20. Its not gonna be great but since youre trying to cut costs
