You can cut down by not buying (all) new parts. Look on /r/hardwareswap and Craigslist and FB Marketplace etc.
For one thing, the 3100 comes with a stock fan. You don’t need to buy a 3rd party cpu cooler.

Somewhat cheaper and significantly better overall. If you want to cut down even further look at getting a used GPU. Should be able to pick up something like a 5600 XT or RTX 2060 for relatively cheap used.
You can find much cheaper ram. 16gb would be plenty

i am asking because 100$ for a R3 3100 seems way to overpriced, i live in germany and here we can get a Ryzen 5 5500 or a Ryzen 5 4600G at this pricepoint.
and a Ryzen 3 3100 isnt even listed anymore only a Ryzen 3 4100 and this cpu only cost about 60€ (65,50$ Tax included)
Just remember that it is still cheaper to buy one good psu than to buy 2 PCs
Get a used 2600 or 3600 from eBay or AliExpress and used gpu as wellm . better and cheaper
get the kingston nv2 nvme instrad of the sata. same price for 1tb, but sooo much faster
[$396 USD at time of writing](https://pcpartpicker.com/list/9Z8FXk). can’t get much more barebones than this. add a gpu when you save a bit more money, use the included cpu cooler instead of buying aftermarket. you don’t need 32gb of ram (2×16 3200cl16 would be miles better if you wanted to go that route, the cheapest kit in that criteria would be perfect) but it would fit in budget, as would an upgrade to a 2tb m.2 drive vs 1tb.
Why all through Newegg? You can get a Ryzen 5 5500 for the exact same price as that R3 3100.
This is already less than bare minimum for gaming

Maybe going B450 and stepping down to a 16gb kit to help reduce cost

You shouldn’t need an aftermarket cooler for the cpu, and the ram could be cheaper
Buy the 1650 used for cheaper.
You could get a 256GB SATA SSD for like $20. Its not gonna be great but since youre trying to cut costs

you can swap the r3 3100 for i3 12100f and that mobo for cheap h610m or b660m.. the i3 12100f is miles ahead better than that r3 3100 for 8 dollars less and the intel 12thgen platform all comes with pcie 4.0 lane so you should not worry about those pcie 4.0×8 card..
Used 5700xt can be found for 120 on eBay might be able to snipe one for 100 and buy a 3rd party warranty. Used RAM and heatsink are also cool. PSU, MB and especially SSD get new.
On god get a reputable power supply not a raid max

Why don’t you ditch the graphic card and go with the AMD R5 5600G or R7 5700G?
Don’t use single channel ram
Start over. 12100F + H610/B660 + RX6600 costs the same and will smoke your build.
You only need 16gb of ram, I would honestly consider skipping the gpu for now and just using the onboard graphics, you will be able to play older and indie games while you save for a decent one, that 1650 is almost e waste at this point, I would use the money you saved on a slightly nicer cpu (intel have some decent low budget options these days)
Craigslist GPU if you live in a big enough town/city or go through eBay. I prefer the face to face buy tho, usually you can haggle down the price pretty easily
