If I buy this, can I use 2 sticks in one build and the other 2 sticks in another? And overclock the 2 sticks of RAM in my pc? I ask because there are problems trying to overclock when you use 4 sticks of RAM

Yes, that should work.
Yeah you can split the kit. I believe you would want to keep the serial numbers sequential.
