
My 3060 which barely gets any use has been doing this after I’ve been playing Starfield. At first, I thought this was a bug in game, but it was intermittent enough for me to see if it was happening in other games. Drivers are updated.
MSI 12GB OC 3060 for reference.

Do you see this in other games and 3D LOGO in the nvidia control panel?
You’ve recording this with your phone? What monitor are you using? It looks like Inverse Ghosting for a VA monitor with overdrive set to high. I could absolutely be wrong though!

I had this issue and it was my monitor causing the issue, disabling overdrive in settings on the actual monitor seemed to get rid of it completely
This is clearly overshoot, you cranked up the monitor overdrive to a value that is too high.
You can use the Ufotest Ghosting test to properly set up your overdrive.
