Sounds like a possible fan bearing going bad. I could be wrong. But sounds similar to what happened to a 1080ti I had and it happened to be the fan bearing.

it could also be a fan thwacking a cable thats entirely too close to it.

Fan bearing. Open the case while it’s running and just use your finger to stop each fan until the noise stops, then replace the fan
I had to change out one of my EVGA 3080 GPU fans for a subtle grinding noise that ended up being a bearing. It didn’t spin freely like the others, it had some friction.
But your friends PC sounds like the fan blades are hitting plastic. So idk. If it’s a case fan, just check for obstructions, and replace the fan as/if needed.
If it so happens to be the GPU fan, with GPU software like Afterburner or PrecisionX1, go to the fan control settings and turn each fan off/on until the problem fan is located. In the meantime, limit that fans RPMs down to like 25%, whatever sounds safe, and lower graphic settings on games as needed so the card doesn’t get too hot (ie. + 80 C) or whatever a safe operating temp is for the card. But I would also limit high demanding games.
If the card is still under warranty they should either do an RMA (send entire card back in and wait up to 3 weeks) or do like me, have them send out the new replacement fan. I can give kudos to the epic team at EVGA for sending out the replacement fan since I work from home and I can’t be down a GPU for three weeks. Plus replacing the GPU fans on my EVGA card didn’t void the warranty, but you’ll have to check with the manufacturer of your friends card. Also, I ordered an electronic tool set from Amazon for those small and tiny screws for about $40, and a week later I had the replacement fan and the toolkit.
I wouldn’t trust 3rd party replacement fans, fans off of Ebay, or sketchy Chinese knockoff $40 fans on websites that try to sell “BEST FAN” as a bullet point on the description page. 🤦 By getting with the card manufacturer, you get an official replacement fan and if under warranty, free shipping.
I’m pretty sure that’s the sound of a small motor bearing going out. Probably a fan, but could also be the AIO pump.
Definitely fan bearing, had this happens to me but couldn’t be bothered to replace it, until it started to shake and make an much louder noise
fan bearing. what is did was i lightly, very lightly unscrew the fan that is making a noise and it stopped. happens to me all the time. now that it is lightly unscrewed, i can just tap the case or the fan and the noise stops(takes a few love taps to work lol). that also happened on my horizontal fan, i place a small magnet on the center of the fan (where the bearing is, since it is intake and is covered with plastic shield) now stopped producing noise. of course i would recommend buying a new good fan but, if you’re on tight budget, then i would recommend what i did since mine is still working lol. only if it is the case fan. if its not, then don’t do what i did

you’re going to need a flat spanner and a magnetic pulse modulator to do the repair.
mine did that too. it’s the fan. sometimes the rattleing can also be the fan that vibrates against the chassis or even the fan that hits a cable. either way. it’s a fan
