System underperforming, not sure what issue is.

Running an i9 12900KF with an MSI Ventus x3 RTX 4070, and 32gb Corsair Vengeance DDR4(3200 via XMP), installed a thermalright contact frame and have a 360 AIO, motherboard is MSI MAG Pro Z690-P. (I should mention I am using a single stick 32gb because I had it laying around from a previous build, not sure what I did with the 2nd stick)

as far as CPU goes: no thermal throttling or throttling of any kind visible in HWiNFO, I do have a PL1 of 125 and a PL2 of 254 set but even when I set both to auto there’s no difference, power draw never goes past around 250ish.

cpu clock speeds stay at 4900 locked under load except when idling when some cores will boost to 5ghz, but only when idling, any time I play a game or run a BM, clocks stay at 4900.

Cinebench scores hover around 25500, which I suppose isn’t too bad, Timespy CPU score is around 10,000 though, which seems low.

Now when it comes to GPU is when I start to get a little confused, I bought this GPU like 2 weeks ago, brand new, but I can’t say I’m seeing even a 10% gain in FPS compared to my older card (a 3060 ti), most games run almost identically as before, except for games that have frame-gen.

I also notice that in HWiNFO says “performance limiter-utilization” is always set to “YES” , even when I’m playing Cyberpunk and it says GPU usage is at 96-98%, according to HWiNFO, it is still throttling performance, same when I run Furmark, in Furmark I notice it says it’s only using 8% of the VRAM, and 99% of the core clock.

in CPU bound games like Valorant and CS i notice both low CPU and GPU utilization resulting in less frames than I’ve gotten on my previous system as well, and compared to videos online of people running similar or equivalent specs; I get constant dips of about 100 fps from 300-400fps to around 140-160fps.

every time it happens the same way: the game starts off with higher fps and GPU usage, and slowly decreases over time, both the fps and the GPU usage, until it settles at an average FPS that’s closer to the 1% lows and often times less than 50% of the max fps, it’s not just CS2 either, since I know that game is poorly optimized, but any CPU bound game.

Temps while gaming seem good, CPU is never usually never going over 65c, and GPU hits about 60c after 5+ mins in Furmark.

just wondering if anyone has any idea what issue could be.

the main issue here is that games I want as high an FPS as possible, it seems my system is cutting me off without even hitting close to it’s potential, I’ve checked and there doesn’t seem like any way I’m being bottlenecked by either my CPU or GPU, and I was getting more FPS in games like Valorant with my previous system with had a 11700k and a 3060ti,

also important to note that the data while gaming might not be entirely accurate because I had to run them in borderless windowed in order to get a screen shot while it was running, and I usually play fullscreen, but I figured I’d include it anyways.
