As far as I understand, cyberpunk’s twin pillars are high tech and low life. Playing god isn’t one of the central themes that the narrator says it is. Reanimating a corpse with electricity was certainly high tech at the time, and it remains one of my favourite novels, but Victor Frankenstein’s friends and family were quite wealthy so I can’t see where low life makes an appearance to justify the cyberpunk label.
