It seems that cars linked to certain scripted events in some way are non hackable. So like you can’t hack any of the Barghest vehicles in opening quest of Phantom Liberty. Mind you, not all quest related vehicles are non-hackable. I was able to hack every Arasaka car on El Capitan’s truck heist.
Sometimes I feel like they went a little overboard with that. I get not being able to hack certain plot-essential vehicles(Dexter Deshawn’s sedan forex), but there are tons of non-hackable vehicles that have no direct connection to any scripted events that you can still blow up, or get inside and drive, so i dont know why the devs didnt want you to be able to accomishbthe same exact thingns with hacking.

This reminds me of that last scene in MI: Ghost Protocol.

I always thought the cars which are already ignited or are owned by you are hackable.
