They should make it so if you give money to a homeless person, they’ll actively interfere with any NCPD pursuing you (gives them temporary immortality while they block cops chasing you)

Just go to literally any store as soon as you interact with any npc with dialog options the Ncpd won’t pursue you further this has been in the game since launch.
