i think they are good and bad. It allows every gun to be viable which is the reason for it.
The fact that bad guns existed in past titles brought a much different atmosphere. Not bad, just different. Made it really suck when you did get something like the cz75 from the box in bo1.
However, with the loadout mechanic seen in BOCW, it works very well. Allows you to bring what you want and not make the gun instantly one of the best in the game (super ee exceptions here)
The absence of the mechanic in vanguard was rather jarring. Made you too powerful right away. Just level up one gun to max and stick with it. Boom, you have a gun that is one of the best, and alll you need to do is PaP.

I like the mechanic for a few reasons. In general, it means most weapons are much more viable them on previous games. We don’t have anything that’s completely unusable like WaW Springfield or BO2 SMR. It also means that starting with most weapons isn’t overwhelmingly powerful, since the damage is significantly scaled back for Red tier weapons. There’s also the potential for you to run into a weapon you wouldn’t normally grab, but it’s higher rarity that what you have, so it’s actually worth considering
